घूस दिन नमानेपछि दूतावासको धम्की
नेपालीको सेवा गर्न बसेको नेपाली दूतावासलेनै सहयोग गर्नुपर्नेमा उल्टो धम्की दिएको छ, एक नेपाली बिध्यार्थीलाई । ईटालीमा बिध्यावारिधी गरेर त्यहाँ थप अनुसन्धान गर्दै रहेका रधुनाथ सुवेदीलाइ दूतावासले धम्की दिएको हो । उनले ईटाली बसेर अनुसन्धान गर्दै रहेपनि आफूलाई कोरियाको नेपाली दूतावासले धम्की दिएको उनले बताएका छन् । आफूसित घुस मागेपछि त्यो दिन अस्विकार गर्दा धम्की दिएको भन्दै उनले नेपाल सरकारको बिभिन्न निकायमा लिखित उजूरीनै दिएका छन् ।
कोरिया बिश्वबिद्यालयमा क्रिषि विषयमा अनुसन्धान छात्रब्रीतिको लागि दर्खास्त दिन कोरियामा रहेको नेपाली दुताबासबाट साधारण सिफारिसपत्र चाहिएकोले आफ्नो बारेमा सम्पुर्ण सत्य-तथ्य सहितको बैधानिक कागजातहरु पेस गरि कानुनसम्मत ढङगले सम्पूर्ण प्रक्रिया पुर्याइ सिफारिस पत्रको लागि बिनम्र अनुरोध गर्दा दुतबासका इन्चार्ज किरण शाक्यले अप्रत्यक्षरुपमा घुस मागेको उजूरीमा उल्लेख छ ।
आफूले घूस दिन इन्कार गर्दा उल्टै धम्किपूर्ण भाषामा ब्यक्तिगत आँचमा खलल पुग्ने गारि गालि बेइज्जत्ति गरेको उनले निबेदनमा उल्लेख गरेपनि कस्तो खालको गाली बेइज्जति गरेका हुन् भन्ने चाहिँ उल्लेख छैन ।
गाली बेइज्जती र एउटा जेहेन्दार छात्रको भबिस्यमाथि जानिकनै खेलभांड गरेकोले निजलाइ नेपालको सम्बिधान २०७२ अनुसार पदच्युत हुनेगरि हदै सम्मको कारबाही गरिपाउँ भनि उनले निबेदन दिएका छन् । उक्त निबेदन उनले प्रधानमन्त्रिको कार्यालय, उजुरि सुनुवाइ महाशाखामा दिएका छन् । उक्त उजूरीलाई उनले परराश्ट्र मन्त्रालय, कानून, न्याय तथा संसदीय मामिला मन्त्रालय, ग्रिह मन्त्रालय, स्थानिय प्रशासन मन्त्रालय, नेपाल सरकार मातहतका विश्व भरिका नेपाली दुताबास तथा कन्सुलेट शाखा र विश्वभरिका एन आर एन शाखाहरुमा बोधार्थ दिएका छन् ।
उनले दिएको उजूरी हेर्नुस् जस्ता त्यस्तै —-

महोदय,
म रघुनाथ सुबेदी, हाल इटालीको बिस्वबिद्यालयमा बिद्यवारिदी पस्चातको अनुसन्धान गर्दै । मैले हाल्सालै कोरिया बिस्वबिद्यालयमा क्रिषि बिसयमा अनुसन्धान छात्रब्रीति को लागि दर्खास्त दिन कोरियामा रहेको नेपालि दुताबासबाट साधारण सिफारिसपत्र चाहियेकोले मैले मेरोबारेमा सम्पुर्ण् सत्य-तथ्य सहितको बैधानिक कागजातहरु पेस गरि कानुनसम्मत ढङगले सम्पुर्न प्रक्रिया पुर्याइ सिफारिस पत्रको लागि बिनम्र अनुरोध गर्दा दुतबासका इन्चार्ज पटमुर्ख किरन शाक्य (मोबाइल नम्बर – ००८२-१०३३२२४८४८, ००८२-२३७८९९७७०) ले अप्रतक्ष्य रुपमा घुस मागेको र मैले दिन इन्कार गर्दा उल्टै धम्किपुर्न भाषामा ब्यक्तिगत आंचमा खलल पुग्ने गारि गालि बेइज्जत्ति गरेको, साथै एउटा जेहेन्दार छात्रको भबिस्यमाथि जानिकनै खेलभांड गरेकोले निजलाइ नेपालको सम्बिधान २०७२ अनुसार पदच्युत हुनेगरि हदै सम्मको कारबाही गरिपाउ भनि श्रीमान समक्ष यो निबेदन पेश गरेको छु । श्रीमानको जो आदेश ।
द्रस्टब्य : सक्दो जनसचेतना, साबधानि, होसियारी, खबरदारि एबम् अख्तियारीको लागि यो निबेदन सन्देश सन्सारभरिका नेपालि दुताबास तथा कन्सुलेट शाखाहरु, विश्वभरिका एन. आर. एन. शाखाहरु, साथै नेपालसरकारका अभिन्न मुख्यालयहरुमा प्रेसित गरिएको श्रीमान समक्ष जानकारि गराउदछु ।

Dear Manger of Nepalplus,
I came to learn that your site as one news about me which is complete false allegation against me. I have talked with Raghuji, in phone for less than two minutes and during that time I have not said any harsh and rude words. I have not asked money or anything. I have not given any threats. I simply answered that this recommendation what Raghuji was asking cannot be given by embassy since this is not authorized to the embassy. Further, as we have never known and even seen or heard of him, how can we recommend of his character, background and capabilities? This is truely absurd. In such case any people can come to embassy, get recommendation and get scholarship. We even do not know how many Nepalese have applied for that scholarship? How can we be bias and favour raghuji blindly. This is the question.
Again we contacted the University and Professor concerned who told us that embassy’s recommendation is not preferred and should not do when we do not know that person. Embassy has never done such things in the past. These facts were kindly told to raghuji but he was furious and asking my name that time which I did not convey at that time. That’s it.
He went on saying that we are paid by his taxes so should do anyhow. Otherwise what is our use of staying in embassy. We are very concerned about providing service to people but we too have our rules and guidelines and what cannot be done should not be done.
For not fulfilling his demand he went on blackmailing me and trying to defame my image and reputation which I earned through decades of hardworking and dedication. I have been speaking this from my true hear and I swear i am not lying here.
So, my humble request not to share such news to public. We need help from you people in providing right information to public and move ahead for development of Nepal. Please understand and put yourself in my shoes. I hope you will understand and feel the right. so please delete my news and publish my clarification. I will truly appreciate your cooperation my friend. You can also call me in my number for confirmation. Please do stand for truth and discourage the fraud people. Let us feel that god is there to help all.
